Para hacer una pregunta con el verbo to be en pasado debes colocar was o were al principio de la oración:
Si en afirmativo dices She was late, para hacer la pregunta dirás Was she late?
Si en afirmativo dices They were at home, para hacer la pregunta dirás Were they at home?
